An Owner and Encumbrance Report ( O & E Report) is a report that identifies the last recorded owner of the property, the legal description of the property, and any open liens, mortgages, lis pendens, and judgments that have been recorded on the property or against the owner of the property. An O & E Report is simply a reflection of what is recorded against the property or the property owner, certified to the current date of the county records, as of the date the search was completed.
